Emulation is legal. Downloading the games is illegal. Thus it's very easy to find the emulators and a pain in the arse finding the games. The cartridge games generally come in ROMs and the CD ones come in ISO's.

I'm not very up on where's good to get your ROMs and ISO's these days. As they're illegal I couldn't link to them here anyway. You'll just have to spend a long time trawling around Google. Best bet is probably getting a Torrent client. It's a sort of peer to peer downloading client. Then you find a torrent site (again, use google) where you can download games, movies, music etc. It's just a matter of having the torrent client installed (Bit Torrent is the name of one of them, there are tons of alternatives) and clicking the link on the webpage.

There are emulators for Playstation and N64 for years now. ePSXe is probably the best bet for PS. Nemu for the N64.

Most ROM sites, much like porn sites, are absolute mazes and are full of viruses and spyware. Good ones turn up now and then but then they end up with more traffic than they can handle or get shut down by lawyers. Result is the good places to get ROMs almost seem to change week to week these days.
