why don't you just go to google and find out?

In simple terms a fuse (or fire) needs 3 things heat fuel and o2 (oxygen) the absence of any of these and the fire wont burn. On these fuses its usually that the fuse has some o2 content on it to keep it burning. And for the resulting explostion, it depends on what the contents of the "canister" is.

what would a super high energy elementary particle look like? if it had enough energy to be the size of a marble and you could hold it in your hand?

magnesium burns under water doesn't it? You could try making your bomb fuse with that ...

If the "canister" is watertight, then surely it shouldn't matter if there's no oxygen in the explosive. Just something to expand. The pressure from the water should make the explosion greater, like wrapping a tennis ball bomb in duct tape (too much anarchists cookbook ;) )
