the pennsilvanian ( i think thats how its spelled) is right beside penn station which is smack bang in the middle of manhatten, near most of everything youd want to see.

all hotels are cheaper at the weekend over there, so try going at that time.

the pensilvanian is about 200 doll a night. not cheap. but its decent and central.

i stayed in the millenium hilton , opposite ground zero too, but that was a little pricier, and a little out of the way ( its in the south of manhatten), but it was much nicer.

not sure what your definition of expensive is, but ny is an expensive place. there are loads of websites that give the best deals going, so try googling if you havent already.
    hope i helped a little.

im going in august myself and booked my hotel a couple of months ago and got it for a great price. i booked the shearton manhatton on the shearton wedsite for myself, my husband and my daughter and we go it for €511 for 4 nights. its on times square. the reason we wanted that one was also the fact that it has a swimming pool and in august you will need one of those! take a look at their website.

Yep, Hotel Pennsylvania (hotelpenn.com I think) is cheap and central - just don't be expecting much from the rooms, frankly they're crap... but you'll be out all day, You're paying for the location.
