    I know everyone is saying that the government makes a few papers for each subject just in case it gets leaked:
    Well then why did they have to make a whole entire new paper 1, 2weeks before the exam. Why didnt they just use the reserve paper? May seem like an obvious question but a valid one none the less.

    They did use one of the reserve papers... but it still had to be printed and distributed... they are not in the habit of making three or four papers and printing off ~60,000 copies of each.
