A bank transfer maybe, if you've both got bank accounts of course.

oh just thought of something else, if he's with a travel company in prague, go to the travel agents where he booked it and they can transfer money to the rep in prague and he can collect it from him/her when he sees them. i know that budget definately do it.

Your brother is clearly an idiot. No ATM card, no credit card, doesn't bring enough cash, and then makes it as awkward as possible for people to get money to him.

Western Union it.....presuming the moron has ID with him.

western union it - here is one og many places in prague:

    Name: Interchange - Western Union
    City: Prague 1
    Address: Palackeho 15
    Zip/Postal Code: 110 00
    Phone Number: 420 224 948 252

Oh and if he has lost his ID - not a problem:

Funds may be collected at any Western Union agency. The recipient completes a simple form stating who sent money/their own name and address/approximate amount sent. Identification must be shown (i.e. valid passport or driving license); however, in a situation where the receiver's identification has been lost or stolen the sender may include a test question to which only the recipient has the answer. Funds are paid in local currency.
