If you want a free one try Ulead Gif Animator 2.0 - it's alright and is available on free trial for 15 days (or maybe 30).

The best Gif animator I've used is on Adobe Image Ready - it comes free with Adobe Photoshop 5.5 so it's not really what you're looking for.

Animation Shop 2 that comes with Paint Shop Pro 6 does the job nicely IMO.
A few nice effects, pretty simple to use, and nice for optimizing the 'oul Gifs.
    http://www.jasc.com <-- for a 30-day trial version
I haven't bothered trying the other ones, so I can't comment really smile.gif

If you're trying to do morphs and proper animation, where you don't draw each individual image then Using Flash is probably the best option.
