I doesn't say that they'll send you a miniature bottle.

It says that they will send you a "special offer for a pravda miniature bottle"

Further, it alludes to having to "buy" the bottle.

I'd say it's a money off voucher.

a pravda miniature is what they said. also they'll be sending a brouhure and a list of stores you can buy this vodka. if i get one of these little bottles with vodka in it i'll be happy, if i get just a little bottle i'll also be happy. if i get a brochure only i'll be disappointed.

edit : judging by what he says above i think i'll be disapppointed.
