BBC London news mentioned it might be a software problem and it's not the first time the bridge has stuck recently.

Due to the potential disruption to river and road traffic if the bridge failed, the operating system has been designed to provide maximum flexibility and reliability, with dual redundant communications between the North and South Towers.

"The bridge couldn't be opened without the PLC, and the ControlLogix processor is extremely reliable."

Back in 1890's when it was steam powered this wasn't a problem

The ITV link is gone, and from http://www.london-se1.co.uk/news/view.php?ArtID=1039
Tower Bridge was closed to traffic on Thursday night after the bascules became stuck in the raised position. An oil leak has been blamed.

well the BBC did use the word might the point was that traffic chaos due to software has been possible for a long time - look at the plot from the original Italian Job. But you could get around that by using traffic cops at junctions.

Launching successful a DoS attack on a similar bridge is possible.

Does anyone know if the East Link or the Waterford bridges are computer controlled ??
