broadband speeds

i just got a call from ntl asking me was my conection ok.. i said it was ok for a 512 speed. they said i should have 2 meg in tallaght ive a 3 ghz p4 pc and i get very slow torrent speeds even with loads of seeds and peers always wondewred how to test the speed. can anyone set me right ?
