Having to replace a tyre on my racer, i got back from the shop and realised the tyres i just bought are 700x23C, whereas the tyres currently on the rims say 700x25C.
Is that gonna be a problem?

    Ring the shop.

I would assume not. My mtn bike came with 26x1.95. I now have 26x1.3 tyres (with appropriately smaller tubes). No problems. Plan to go 26x1.0 next (Continental Grand Prix I think).

There is a bit of leeway all right. Sometimes it depends on the brand of rims/typres as to which fit best.

23mm would be slightly narrower than the 25mm ones - this means there will be slight less distance between the rim and the road so slightly increase risk of "unmentionables" associated with sub-optimal pneumatic pressure.

check the rims to see what they have marked on them in case they were 700x28c - I wouldn't like 23 on those.

As for going from 1.95" down to 1" - what width are the rims ?

You should not have any issues doing this (though if your wheels have really wide rims and the 25Cs are just about fitting then it could cause problems - shouldn't be a concern though)

Edit: I see I'm slightly too slow with my posting - looks like you have already been answered!

    I don't know. It's a 2000 Specialized Rockhopper. I have 26x1-1.5 tubes.

The biggest problem is that my current tyres (Continental Sport Contact, 26x1.3) are very tight. Continental tell me that this it to ensure that they are "snug" even on cheap (aka not quite 26") rims. I've gotten a (small) few punctures and I dread having to get the tyre irons out. I had plastic ones but they all broke so now I have metal ones.
Having said that, these tyres are "extreme puncture resistant" according to the website and haven't been far off that. And they are nice and fast. Just gotta keep them pumped toward top, around 60-70 psi.

Continental are very tight on good rims - I've gotten snake bites putting them back on :(
