    One would assume it's a System forum for the admin-types to see what threads are being moved around...

    Or perhaps a forum for house-movers...

    It could be a place where threads are too risque for the recycle bin but still need to be preserved for admin viewing.

    I do not have access either so it must be an admin/smod thing.
