However, my mate is with eircom/iol (he's not sure which - he signed up to switch over to iol) and he rang up either eircom or iol (again, he is not sure which) and they said that although they reserve the right to charge if he goes over the limit, they have never implemented the system and have no plans to do so. he regularly downloads +/-30gb a month and has never had any extra billing. Is he just a lucky git at this point or is there really no working cap?

Yes they have a cap and they reserve the right to charge if someone goes over it.
