    Why would you want to copy the one copyrighted page anyway?

    IMO, it's reasonable to copyright the license notice when releasing public domain or liberally licensed texts, as this allows you to make a statement as to your involvement in it that really should not be copied by anyone making further copies, editions or derived works.
