i've 2 macs, and am thinking about buying Tigger - will I have to but the multi-license version or will it be like when an os comes with a mac and it can be used pretty much whenever/whereever

Legally, you're buying a licence for one machine. However, unless Apple has started into serial numbers and all that activation malarkey (and if they had, I think we'd have heard about it by now), there's technically nothing to stop you from using it on more than one machine. Other than your conscience. There's 70 euro in the difference between a 1 user licence and a 5 user licence - not a huge sum in the greater scheme of things.

would it be possible to setup a MAC users "club" and "share" all the licenses between the members ?

it would still be against the licensing agreement, it stipulates that the license covers users within the one dewelling or home. Also it does not cover business etc so clubs would also be out.
