OEM Operating Systems?

The product description on Komplett says "This OEM product can only be bought together with a third party retail product ( not software and bulk product ) that is a part of a PC. For example cases, mouse, harddrive, memory, monitor, keyboars and so on"

I understand that the process will involve OEM registration of company through Microsoft.

My question is, what constitutes a new build that will allow an OEM installation of operating system? From the Komplett description, it could be acceptable to purchase an OEM win2k with a new mouse, is this really the case?

What do you mean by this? There is no registration between Komplett and Microsoft. OEM basically means you get the CD and license key, no support or manual, and your license is ONLY valid on the machine you install it. It cannot be transferred at a later date to another machine.

Ok, the part I didn't explain was that I work for a company that provides sales and services of PC's and components (among other things). For us to resell OEM software, we would need to be OEM registered through Microsoft.

This is very much not the case. Komplett have it quite wrong here. OEM software can not be bought with a simple peripheral upgrade. One must be purchasing some new proper hardware. I didn't stumble across it there when I checked but I believe RAM is excluded from this also. So one must buy a new harddrive/motherboard/processor/PSU/etc.
I quote this from the licence itself.
If this package contains desktop operating system it must be accompanied by either a fully assembled computer system or a nonperipheral computer hardware component (that will be an integral part of the computer system on which the desktop operating system software will be installed).

There's a link to a PDF on this page. 2nd page shows that quite clearly.

If you are to be selling this stuff it would be well worth your while reading the docs and going through the free tutorials that Microsoft provide. You really don't want to get your company into trouble.
