Idiot neighbour with Dog

    I live in a 3 bed semi with a tiny back garden. So does my next door neighbour but this hasn't stopped them getting a Dog. This Dog is left alone for most of the day in what is basically a mud patch, surrounded by it's own faeces. I've seen the Dog trying to lick moisture off various things in the Garden - No drinking water. I've seen it's food bowl filled with nothing but chipper chips (untouched). This is a beautiful dog maybe 10 months old at this stage and it breaks my heart to see it like this.

    As a result of it's surroundings and treatment it has nothing to do all day but bark. A high pitched constant plaintive bark that goes right through you.
    Anytime the house is empty the Dog barks constantly, I'm talking hours on end. When they are there it also barks constantly and they either let it inside for a while or ignore it. I think at this stage the Dog has learned that barking = let into house eventually.

    So, there's two problems here. Mis-treatment of Dog (in my view) and noise nuisance. The barking is seriously affecting my wife who works nights from time to time and gets little sleep during the day.

    Can anyone offer advice on what can be done on either count ?

    Try ringing the ISPCA - they might have some advice or might intervene (not sure about this).

    You could try ringing your local dog warden.
    He/she should come out if you complain about the noise and will also ensure the garden is big enough for the dog.
    It can be done anon too afaik.

    There's a national cruelty helpline 048 9081 42 42 that will at least tell you what your options are.

    It's a pity in cases like these that we don't have a system in place like you see on some of the Animal Cops type series on Animal Planet. There, someone like this would a) have their dog automatically taken away from them, b) a hefty fine and/or a prison sentence and c) banned for life from owning a pet of any sort. Hanging's too good for 'em, I say.

    Firstly I would enquire if anyone was looking for a dog of its description. Preferably an out of towner who could give him a kind loving home. Then (and I know I could get into serious trouble) try and gain entry into the garden when the neighbours were not there and take the dog. According to the neighbours the dog somehow managed to escape and ran away. Neighbours are then glad cos they had no interest in him in the first place.

    But what Id really love to do is tie the neighbours up out the back with no decent food and water and see how they liked licking the ground for moisture. Honestly, some people havent a clue.

    Call your local SPCA and keep at them. It is against the law to leave a dog without food water or shelter. If you can get some water to the dog some how?..Aparently this is allowed.
