Splice into Arcane ?

Greetings, If I understand this ability correctly, then whenever I cast an arcane spell I can cast the splice card: paying its mana cost, showing it to all the players and then return it to my hand. nope i don't think you can. However if you have two of the same card you can splice those two cards onto the arcane spell.
