Nero can be used to backup CDROMs or DVDs. Whether it's within your rights to do is your own issue to solve.

If you try reading the CD at 1x you might be able to recover it.

If you only have one CD-ROM drive you'll need to use the ISO option. If you've got two, you can direct copy (blanck CD in the writer, orginal in the reader). Although IIRC, it's generally more reliable to use the ISO option (but also more time consuming).

Or you could buy a CD box with a lock...

This sounds a little crazy but try putting the scratched CDs in the freezer overnight. This had worked for me in the past with scratched audio CDs - an overnight spell in the freezer and they worked skip free after! Of course I'm not sure how you'll fare with CD-ROMs but worth a try.

There is a thing you can buy that polishes the surface of the cd, seeing as the information is contained on the back of the label it is possible to get the cd back to normal.

Don't know where to get it or what it's called though.

    I googled. http://www.hydrogenaudio.org/forums/index.php?act=ST&f=20&t=2633

I have one of those disk doctor things and it works a treat - I got mine in Virgin but they sell them in game/music shops too. Also the magic fluid is just distilled water so if you run out of fluid you can just use water! Also go with Ricardo's idea and lock them up/take better care of them!!
