Restricting access to services on UCX

Does anybody know how to restrict access to TCP services under UCX - specifically TELNET? And before I get posts of abuse for running it , I've caught one of my clients using it - It's not me! I know that it's dead easy on Multinet but UCX is something that I've never really wrestled with. Any help would be really great.
