Power is going on to the motherboard and the fans have led lights on but it will not power up.

Has not been messed around with in any way or opened up.

    Any ideas!?

not sure, but you could try disconnecting a few components from the motherboard and eliminate the causes that way.

Also, some of the leds might mean something. My pc used to overheat, only way I knew that was happening was because there was a led on the motherboard lighting up and the manual told me that it means it was overheating

    any beeps ?
what brand / model of computer ?

unplug all periperals except the monitor - rule out them befroe you think or opening the case
if you have changed or upgraded any HW recently check that
disconnect the drives ribbon cables form the motherboard first - if unsure take a digital picture or write down where they plugged into and which way round they were (red stripe on left/right etc.)

Mmmmmmmmmm.....................as said, unplug the unnecessaries (DVD,CD....) and try it then. Have you done anything of late like OC'ing or added parts or new software?

Also as the Capt said spec may help

unplug power cable for 30 seconds and try again, could be to do with your power supply.

No overclocking or any hardware update in anyway. It is for my brother in law in London. He was playing Solitare(God knows why...) and then the next day it would not even turn on. Not sure of the make...I will phone him and give these suggestions anyway.

When you say it doesn't turn on, do you mean when you press the switch nothing happens, nothing at all. Like they said above, do you hear any Beeps as these indicate to you somethings wrong. Pull all PCI cards out but leave grapics if its PCI. Plug out Hard drive, floppy, CDRom IDE cables out from board, so just start with Basics to elimate any problems they might be causing.
If that doesn't work, try resetting BIOS with the Reset Jumper, this should be easily located, a lot of the time you can guess it but check your Mainboard manual, if you fail to find it pull out power cable and pull battery out for 30 seconds. Do at your own risk though, but i'm sure nothing much can happen.

Having simular problems with a kit I purchased from Komplett last august(was initially impressed with the value but this is pissing me off)

    The kit I got was:

    XP 2500+
    Epox EP-8KMM3i,
    256MB DDR,
    CD-R/RW,
    40GB HD,
    Cpu Cooler,
    Q-Tec Midi tower ATX L-MD02, Black w/350W.

First - The Pc would start up & and freeze (mouse not responding, keyboard nothing) whilst running applications (nothing heavy the pc is used for office applications and digital camera)

Then - The Pc would start up go to the desktop and freeze (mouse not responding, keyboard nothing)

Then - Whilst loading windows the pc would freeze

Now - Same problem as cheesedude. Power is going on to the motherboard, fans spinning, have led lights on but bios wont start or no reasurring "beep".

I have no way of testing if its the mobo, cpu or Psu. Gonna strip it down rebuild it & cross my fingers.

More than likely the PSU is dead/dying. Q-Tec are well known for that.
