04 card not authorised

Does an '04 card not authorised' message on a UK card mean it has been disabled or just not activated?

The person who used it reckons they might have had the box hooked up to the phoneline when they first tried it, but then disconnected it. I'd have thought the chances of a callback were slim.

BBC1 London and BBC2 are on 101, 102, but next channel up is a blocked Sky One. ITV/C4/5 aren't even on the EPG and can't be tuned manually. I've told him to leave the card in overnight.

I'm assuming the card was never authorised or just disabled as I've seen 08 before, never '04'?

You are correct, this message only comes up on a card which has not yet been activated.

If your card in'nt activated and is Irish for an irish box do this (if you dont already know)
    SERVICES 4----0
1 SELECT, New installation (make sure box is connected to phoneline), then your card should be activated, also saves you ringing up to activate it.

I used this method when i received my multiroom card.

    Hope it helps you.

Sorry just discovered its a UK card you said
