If it is dialing. Maybe it's a problem with the Eircom server. Try another ISP.
Had this problem just a few weeks ago

    How far do u get.
Can u hear dial tone etc.
Is there any error message at all? - what is it?

    Basic stuff:
have you a spare phone to check the line is ok at the pc.
some internal modems only work on the centre pair for some reason, i used to make up lots of little adapters a few years ago when winmodems were popular.

Are you sure it's a net dragon modem? Can you see any labels on the modem itself? What serial numbers/model numbers are displayed? I had trouble installing a Smart modem a few weeks ago because it kept picking up the drivers for the Net Dragon modem!!

NetoDragon actually use modified Smart Link drivers. The modems are pretty rubbish. You might need to force it to use V.34 (use at+ms=v34) or replace it with a decent one (Agere/Lucent 1648 recommended here).
