    It's possible if the game supports it. I'd say FIFA more than likely does.

    Ive played serious sam with 2 mice. Its a case of what the game supports, but most console ports will support 2 joy sticks as long as they are USB.

    Most console crossovers such as sports games and beat-em ups can use two (or more) joypads. Pro Evolution on the PC supports up to 8 players for example. When it comes to modern computers, you are really only limited by the game and number of USB ports you have (and even those can be increased).

    Mame and other emulators also have multiple controllers enabled - to encompass the arcade style of gaming. It used to be fairly rare to find a multiplayer pc game that wasnt online only, now there are lots.

    Fifa lets you play with up to 4 controllers AFAIK.
