    Eircom,

announced its most recent results this morning, and according to the following article on the RTE website are upbeat on their prospects of meeting their 500,000 target by the end of 2007.

It looks as if they have signed around 3,000 customers in the last month, and given that they need 383,000 new customers in the next 35 months they are going to be doing well to meet their targets, especially given the falling internet usage in Ireland.

There are no penalties if they don't reach it so they have very little to lose by saying that it is a target. Saying it helps create the feeling that everything is on track and that there's no need for the government to intervene against them. It also helps put the wind up potential competitors.
