local machine blog software - any ideas?

This is a long shot but maybe someone can help/extract some understanding of what I want to do:

I want to use blogging software to host a weblog on my local machine - i.e., not publish it to the world wide web. I just find the format of it handy for recording quick notes, both on the study and work front. Problem is, this is not my area of expertise: I can read and write HTML and stuff but anything different, I just don't have experience of.

What I am thinking is necessary is to load some kind of a server software on my machine (Apache, no doubt), and then use something like Wordpress to publish to http://localhost/ but I just don't know if this is possible, so I'd like to know if anyone has done something similar, and if so is it reasonably straightforward? Also, if it's possible, it'd be good if I didn't need to load a server on to the machine but based on my limited knowledge, I'm guessing it's necessary?

I realise that for some people this might be a very naive question but I'd appreciate some guidance. I don't want to use a wordprocessor for various reasons.
