When a pc won't start its usually 1 of 5 hardware problems(Correct me if i'm wrong)
    1. - Graphics card - make sure the graphics card is connected properly, also try a different card

    2. - Memory - make sure the memory is seated properly and securly, also try different chip(All of these problems are a process of elimination)

    3. - Cpu - Could be a blown cpu, only way u can test is use a different chip.

4 - motherboard - A blown circuit on the board or a wrong jumper setting can stop it booting, also bios chip could could be blown.

5 - Psu- Since u said there is power going trough the system it is probably not this, but make sure it is connected right, if not it could have blown a part in the pc.

U might know all this stuff all ready, but i thought i'd throw what i've experienced in anyway! good luck :)

One potential problem (if you kept the memory) is that servers often use registered memory which won't work in most desktop motherboards so it could be that you have registered memory and your new board doesn't support it or else your new board needs it and you don't have it. I'm not sure how you could check the memory directly but you could look up the specs for both motherboard and see if one takes it and the other doesn't

also check that the mobo isn't touching off the case and shorting out, it sometimes happens if you forget a mobo riser
