Dial up using a Dell question

A friend purchased a Dell PC and will only occasionally use it for internet purposes and then it will only be via a dial up connection.
He asked me to setup his connection and having registered him with Eircom (his choice) I kept getting a message to say 'Line Busy' 'No Dialling Tone'.

When I tested the point on the wall with a phone it was working perfectly so problem is therefore between the PC and the wall point.

Two potential reasons for this occur to me but perhaps I'm missing the obvious!
    a) My connecting cable is faulty. Really doubt this as connectors are factory connected and cable never used before.
    b) Some years ago when we were on dial up using a Dell we had to use an adaptor at the wall point. Asked my friend if he had received one when he got the computer but doesn't think he did. Does anyone know if you still need to use one of these adaptors with a Dell PC?

Anyone got any ideas as I'm going to try again this afternoon.

I assume the drivers for the modem are installed correctly? If so run a diagnostics on the modem, it's somewhere in the options. As a test use a different phoen lead, rob the one from the telephone for a minute. Ensure that you have disabled Call waiting etc from the phone line, there's normally a code to do this that you enter into the Dialling options. I think the code is #9 or something, not 100% sure though.

The only adaptor I'd imagine you'd need would be a splitter, IE if both the Phone and internet connection are going into the one Phone socket.

Also, when the initial dial-up connection was made, make sure that the correct country code (Ireland 353) and dialling rules were selected in Phone and Modem Options > New location > edit. When these are incorrectly inserted, it can stop you from dialling out.

the splitters purge the phone signal onto the two middle pins of the modem, in the wall are 4 pins, phones work on on any combination of the two outers and two inners, modems must be on the middle pins or you get no dial tone error.

    Trust me thats it !!
