Is this true? Or is it only certain airlines?

Check their websites. Aerlingus charge 10%. EDIT

Most airlines will charge you an administration charge of a few euro. But the infant doesn't get a seat or a luggage allowance. They have to sit on the lap of the parent/guardian.

Will almost always be 10% of your fare with no seat for the infant, note the infant must be under 2 years for this ticket as over 2 years they may not seat on your lap (many people get caught out where the infant has a birthday during the trip and causes major problems on the way home).
