where is the outer ring road going?

just wondering if anyone can tell me where the outer ring road is going and what it's going to do for every1? i travel up and down the n7 and have been wondering what it's for but have only just tried to find out on the south dub coco website and have given up! too complicated for me! any help gratefully appreciated!

The Outer Ring Road is not the solution to the horrendous traffic problems experienced by us in Lucan, indeed it will contribute to a worsening of the situation, with escapees from the M50 using it as a rat run.
