PC sporadically booting...

    My PC at home seems to be at deaths door.. sometimes the power button works and it boots, sometimes it doesn't....

    When it doesn't, removing any USB devices and then powering on does the trick (and its just a mouse the majority of times).. however sometimes rebooting it refuses to even power up at all (and I generally have to wait upto two minutes and then try again), now its a 380W PSU, but I'm currently labeling this as the major source of problems... currently theres a HD, zip drive, floppy and two CD-ROM drives (CDRW & DVD) connected, but this has been only happening in the past month or so after a year of solid performance.. theres never been any crashes on the PC at all so I'm ruling out HD/memory problems etc.

    So anyway.. am I right in presuming a faulty PSU? (its not sitting behind any surge protector or UPS so might have got a wee whack).. and if so any reccomendations for a solid replacement?
