If it's windows - you have to pay the microsoft tax.
Only option is to buy two licenses and dual boot.
Unless of course they have a corporate volume subscription plan and upgrade that to include the "Windows XP Multilingual User Interface Pack" - ie. the feature is there but it's isn't being sold to the general public. http://www.microsoft.com/technet/prodtechnol/winxppro/evaluate/muiovw.mspx
    Lousy ain't it.

http://www.microsoft.com/canada/default.aspx - check there on the off chance that there actually is a dual language version of windows.

You can get dual language versions of office (many restrictions on the combinations - seems mainly for languages for which they don't have a full interface for . ) ,
For users in English-speaking Canadian provinces, set the installation language to Canadian English, and enable Canadian French and Canadian English for editing.
    - not a full localisation and for many combinations of languages the dictionaries have to be purchased seperatley
or you could just get www.openoffice.com in many languages, spellcheckers include Irish and Welsh...
Other options - setup IE or FireFox in a different language.. - after all how much of the time will be spent on the interface vs. the time inside apps.

You could go dual boot with Linux / other open/free OS

    French and English?

Anyway, wherever they're living, they (and their kids) should be able to use both...! :D
