Not enough ram, you will need a minimum of 512mb for anything recent.

powercolor's are the most cheapest of brands, but does not mean they are faulty/useless etc.

they may not use the fastest ram on the cards but since powercolor build to the ati reference design you should expect a fully functional card

Honestly Mike I don't think you'd make money this way.
If I am getting this correct, you intend to use the case, psu & ram from the Pentium 2 and use the new stuff with them?
The ram from the P2 400 would be SDRAM and the new ram in the upgrade kit would be PC3200 DDR, you can't mix these together, they don't even use the same type of slot.
The motherboard in that upgrade kit has integrated Geforce MX graphics, not blistering fast but if you only intend it as a web browsing machine they would be adequate, you wouldn't need the Radeon 9600XT card.
Another thing is the power supply from the Pentium 2 would not be very powerful by today's requirements, but even so there is another problem. That Abit NF7-M motherboard has along with the usual 20 pin ATX power connector a (Pentium 4 type) 12volt connector which your P2 PSU would not have. This would mean even if the PSU had enough juice, you would have stability issues due to the absence of this connector.
Sorry for being negative but I couldn't in all conscience pass this without pointing out these things.
