if it helps the start menu prob started after an upgrade to sp2 but the other problem just started last week for no apparent reason.

In the "My Computer" screen, under menu item "View" select Tiles, also select Arrange Icons by Type and Show In Groups.

Ok, I can't guarantee the Start Menu thing but try this:
Right click on an empty part of the Task Bar and in the menu that appears select "Properties". Now in Taskbar and Start menu Properties window click the Tab at the top where it says Start Menu. Now it depends on whether you are using the "normal" XP Start Menu or the Classic type but whichever you use, click "Customize".
If the normal Start Menu now click "Advanced" tab at the top and in the bit where it says "Start Menu Items" make sure you have ticked off "Enable Dragging and Dropping". This should restore your right click in the Start Menu.
If you are using the Classic Start Menu the option appears just after you click "Customize" in a section called "Advanced Start Menu Options", again make sure "Enable Dragging and Dropping" is ticked. Hope this works for you.
