This little trick works on XP home and Pro. Once you don't have to log onto a domain at the start it should work, ie once its not networked.
Turn on your pc, start pressing the F8 key, and keep doing that until a menu pops up. It'll show the boot menu. Go up, choose safe mode, and let it load. Now, if your XP isn't networked etc.. it should have your normal log in account(s) and another different account, called administrator. You can use this account, and do whatever you want with it. It only appears in safe mode. You password it in Safemode if you want, to prevent people using it.

you can also get it by pressing ctrl+alt+del three times at the start logon screen. Windows also asks you to set an admin password when installing windows + the first account is always an administrator by default.

In XP home the account exists, but you cannot login to it.
