I'm on Vodafone atm, and I have used up my upgrade option. Just wondering is it per year or is there another factor involved as to when I can upgrade again ?

I think it is based on the amount you spend. I think there is a threshold you need to cross on calls before you are eligible. Sometimes itys worth ringing them if it has been a while since your last upgrade and talking to them, they might be able to do something for you.

Vodafone give a 24 month loyalty upgrade. They give you one earlier than this dependent on your spend (needs to be quite high to get an upgrade straight away after a year). You are, however, out of contract with them after a year. Often, threatening to move to O2 might get you an upgrade sooner than you should. If you do move to O2, you will get the first time connection prices which are normally better than the upgrade prices.

AFAIK, you have to have spent €1000 or thereabouts since your last upgrade before they will give you another. If you still haven't reached €1000 after about 24 months they will usually just offer you a loyalty upgrade. There are a few lads on these boards that work for Vodafone and may have the inside line on what the exact requirements are.

What happens if you move to meteor payg an then go deciede to go back to vodafone. Will you get a new phone when you connect back again?
Also say if you were only a few months away from getting an upgrade and you left vodafone, then moved back to vodafone, would you still be a few months away from getting an upgrade or would you be back to 2 years again?, presuming the answer to my first question was NO.

With number portability what's to stop you from just getting a new connection and bringing your old vodafone number over to your new vodafone handset once you are out of contract?

Once you're given an upgrade, the prices depends on your tariff (highest price on light, lowest on performer). If you're a really high spender they might give you a spend discount of 25e also. But if you're on a low tariff and decided to switch to a higher one, you will be given the better price. They don't care what you did before if you know what I mean!
The hard part is being given the upgrade really.
