My friend in Spain cannot use his Voda IRL there for sending sms or call.. He has signal, but cannot use for outgoing activities.. Did I forget to do something with the sim before I sent it to him?

If it is a pay as you go phone then you need to call up vodafone so roaming can be enabled.

It is payg and he has signal without calling customer service. But sms and call cannot be done.. I wonder why?
