Fish tank heater slow to heat water

I bought a 50W Rena heater the other day for my 2ft tank (59 litres), which is rated fo up to 80 litres, but it doesn't appear to be heating the water very efficiently. I've had it running for about 24 hours with the thermostat set to 30°C but the temperature of the water is still only at 25°C (77°F). When I had the thermostat set to 26°C it was turning off when the water temperature was 23°C.

I have the bottom of it placed under the intake of a Fluval 2 filter - there's also a Fluval 1 filter on the other side of the tank.

Considering there's two filters in the tank do I need a stronger heater or does it normally take this long to heat the water?

the water its heating will lose temp with the filter being there. the fluval 2 is enuf for that size tank

this may make ur heater burn out.

either move the heater to the other end or back wall of the tank

IMHO 50w is small for that size tank, keep in mind that if you have a cool room /draught then the heater will be working flat out to keep up.
I always go for at least double what the recommended size is , better to have a heater that heats and turns off than one that cannot even reach the right temp.
You could always get another 100w and run them together
This would also give you a degree of redundancy if one or the other fails.

also is your thermometer the opposite side of your tank?
rena aren't really the best make either... you can get inline heaters
    that are very good.

By inline do you mean something like this?:
    http://www.drsfostersmith.com/Product/Prod_Display.cfm?pcatid=11369&inm=1&N=2004+22787+2032

The thermometer is on the front glass and the heater on the back glass.

By the way, do you know if FishFX or anyone else in Dublin do Ebo Jager or Visi-Therm heaters?

    thats the one...
they're really good because they heat the water
coming from an external filter.. but i just realised
that you don't have an external filter so scrap that!
    sorry.
