Newbie: How to design something so that I can bring it somewhere to be printed?

I need something specific for my outside gutter but it's not something I can buy online, so I believe I'll need to get something 3d printed. It's probably best that I design it myself, but I'm a complete n00b at this. Where do I start and where I can I get the design printed? (it needs to be white plastic to match gutter)
