How Council Panels work

    Hi all,

    I am wondering if anyone can shed light on how council panels work.

    I applied for a panel for the first time as an external candidate. There were 3 panel options, A, B, and C. Only Panel B was open to an external candidate like me. Panel A to other local authorities, and Panel C for employees of that particular council.

    I am a bit confused to how it works in operation. It says 50% to Panel A, 30% to Panel B, and 20% to Panel C. So say you finish 5th on Panel B, does that mean that it is possible/likely, that someone ahead of you on Panel B, might also be near the top of Panel A for example and so in reality is not ahead of you on Panel B?

    I am curious as to how this works. As it seems only 30% of jobs go to external candidates, so I am curious if Panel B moves slowly.
