Has it always operated like this?. Check that the arrow on the valve body is pointing in the same direction as the water flow. "Controlled manually" you cant use the lever to open it and then latch in in??.

Arrow is fine[its going into the hot water cyclinder (i think its the hot loop)]..it was working OK and has developed this last few days. It stays closed but can't latch it in to open it. Just closes again

    Thanks

To latch it open you must just push it up after pulling it open, the lever then rests up against a notch in the body when you let it go, it will/should stay open then but only until programmed on then off or if the cylinder stat is satisfied, after being on then off, it will then close again automatically. Has anything changed in the circulating pump settings?, if not then then maybe just wear but this would be most unusual after just one year operation.

its not staying in the latch position…so I am assuming its just broken. It works fine though when programmed to stay on or off but shuts down with a bang.

It may be worth re installing the actuator to the valve body if you can't latch it in, you should feel a fairly stiff resistance almost immediately you start pulling on the lever, you then just push it up and release it to latch in, check the other CH? 2 port to see if you can latch this in.

Just looking at your video, can you see if the valve is installed on the coil top pipe (normally, the hot, inlet) or the coil bottom, (normally, the cooler, outlet). when the cylinder is next heating up check by feeling which is the hotter of those two pipes.
