Hey. I was wondering if someone might be able to help me out. I've configured my virgin media router for ftp access. I'm like 95% sure I'v done it right. I read online that i need to contact my isp (virgin) to enable it on their end. Is this correct?

You've misunderstood it sounds like. Are you on an IPv4 address or an IPv6 address? I suspect you're not on a real IPv4 address, just the default DS-Lite mix of public IPv6 address and a translated IPv4 address. To get that changed you need to contact VM to move you onto a proper public IPv4 address.
