    It sounds like the EO may not exactly be manager of the year and not particularly talented at managing. But there's nothing in what you say that is technically inappropriate, really. You could apply for a transfer on mobility. But otherwise you get good managers and not so good managers and that's normal in a work environment.

    It is the employee's responsibility to complete the PMDS themselves so there's nothing untoward here from what you say. Obviously this would then be discussed with the manager and adjustments made if necessary in terms of goal setting. But it is not the manager's responsibility to complete the form for you.

    One thing I would say is from your post you say, "I do not class my manager as a manager." Maybe unconsciously your manager is feeling this as a lack of respect for her authority? Or resistance? So maybe consider how you can more proactively approach things in a way that respects the other party's role. Maybe the HEO wants to have direct oversight of workloads, and has said this to the EO.

    I'm not saying this is the case, and I can only go on your post, but with most human relationship situations, both parties have a shared responsibility to make things work, and it's not all on one side to change. So think about what you can do to contribute positively to the situation. And that's all you can really do. Your manager will not change unless they want to unfortunately.
