Moving internal walls and relocating front door

Trying to come up with a plan for an extra much needed bedroom which would be downstairs. Quotes for building a small room are way out of our budget. However I'm pretty sure the cost of even the work needed to reconfigure the layout will be hefty enough but can't really gauge it without drawings to give to builder. First thoughts are moving the front door so that the existing hallway can be used as part of the proposed new bedroom.

My query is should we be looking for an architect first to draw up plans or do we need an engineer to create the plans or would they just review the architect's drawings in relation to the structural changes? I know we will need an engineer to sign off on compliance with planning permission for the relocation of the front door and to confirm that the changes comply with current building regulations so I'm just wondering what the process should be. It might be a stupid question but just don't know where to start.

Any info would be appreciated, thanks.
