Would anyone have a view on why this external vent would blocked or how much of an issue it could be? Looking at purchasing this house.

    Thanks

What's the state of the internal vent, is it also blocked? Is the vent hole lined with an insert or is it open into the cavity?

I've seen before where there is no through hole. The builder just embedded the grille in the plaster, to make it look like a proper vent.

    Edited. Corrected me to make.

It’s likely the hall/kitchen. I’d need to get inside to examine it. The boiler is in the kitchen with a separate flue. Might the vent have been blocked when the boiler was installed?

Maybe. Newer boilers have a balanced flue, meaning that the intake air and exhaust are all in one, so there's a possibility that the vent wasn't strictly required any more.

Some of those vents can be quite noisy and have a significant and excessive cooling effect - especially on some exposed faces of houses, hence why it might have been closed.

Maybe this is an old air vent for a suspended wooden floor and the floor has since been replaced with concrete?

Wake me up when it's all over.
