What's this growing in between bricks on wall

It looks like moss but us black in colour. How would I get rid of it and prevent it from growing again. It grows in between the cracks on the garden wall.

Any weed killer or bleach, vinegar etc. will probably kill it but will probably reappear.
Better to gouge it out and fill the holes and paint over to prevent it growing again. It is probably a moss or a fungus.
