Something munching into the leaf leaving a thin membrane which is the white spot. Probably sawfly larvae, have a look for grubs. You can spray, though if there are no grubs you are probably wasting your time.

I would check as said before for grubs, caterpillars the best time to catch them feeding is late at night around 11pm onwards.
I would highly recommend spraying your roses with rose clear. Once in April and a light spray end May. Spray early in the morning or late in the evening to protect bees etc. it will protect your roses from a host of diseases and pests, which most roses are prone to….

I only use ever use a chemical spray for my roses nothing else as I don’t like using chemicals. There are organic options like milk etc but these have to be constantly reapplied especially after rain and give mixed results!
I have roses here that are over 100 years old and they are thriving, you can trust my advice!
    🙂good luck

Exactly this. I had the same problem and rose clear seemed to have done the job. It's available in Woodies.

Does Rose Clear just protect against problems before they start or will it cure disease aswell?

Ive got this rose that has black spot on the leaves and someone on Reddit told me the buds have blight aswell, I just want the whole thing to bush up and look healthier because its right beside the front door, every time I think about getting rid of it it puts out these lovely white blooms to remind me of the potential it has if I had a clue what I was doing…

I am no rose expert, I have quite a few but beyond feeding (if I remember) and a bit of amateur pruning I leave them to get on with it. I'm not seeing serious blackspot there and I can't see the buds clearly enough to know if they are healthy, not really seeing any blight on the leaves.

I suggest you prune it early next spring and feed it. Meanwhile gather up any fallen leaves that have blackspot and take off any badly diseased leaves. You could cut off those dead twiggy bits, especially if they look diseased. Bin the cuttings and leaves.

Edit - some roses, if you don't prune, you end up with just a couple of flowers on the ends of the long stems, you prune to get it to flower all over.
