It's hard to see - could you post a bigger picture?

When you brush it off does it leave a red stain on your hands? Most likely wooly aphid eggs if so.

Yes it does leave a red stain so should I ignore it?

Its pretty hard to get rid of, earwigs and ladybirds will eat them up, so you can try to encourage them into your garden if possible. The wooly aphid comes out earlier than the earwigs and ladybirds, so you will see a flush before they are hopefully controlled.

try spraying soapy water on them on a daily basis - it disrupts the wax coating on them.

I haven't found that to be very successful, or using sprays, or powerhose.

They are resilient feckers, but other than causing a few nobbly bumps on branches, they really dont do any damage to the tree, but I would still keep them in check so they dont take over the tree.
