Starlings causing issues.

    Since shooting starlings is not an option what have you used to good effect keeping them away from fields/farm yards.

    Would a few hawk kites and perhaps a timed speaker that puts out bird of prey sounds do?

    A Crow banger, if it's feasible.

    That was my first suggestion but apparently it was tried and they started ignoring it relatively quickly.

    You could try using a plastic hawk or an owl, you have to move them about regularly though.
