Since shooting starlings is not an option what have you used to good effect keeping them away from fields/farm yards. Would a few hawk kites and perhaps a timed speaker that puts out bird of prey sounds do?

That was my first suggestion but apparently it was tried and they started ignoring it relatively quickly.

You could try using a plastic hawk or an owl, you have to move them about regularly though.
