looking for suggestions on permission to build a mews house at the back of the garden?

I have a deep garden(more than 35m), and a pedestrian lane is at the back of the garden. The pedestrian lane is about 3.5m wide, wide enough to drive but blocked by pillars.

I wonder if building a mems house in my garden is possible.

Location: Dún Laoghaire–Rathdown

Looking for someone who has similar experience to help me with the planning permission application.

Are you entitled to access via the lane (vehicular or pedestrian)? It may be privately owned.

Would the mews be a separate dwelling to your house and so how would services (water, waste, electricity, etc) get to it?

You'd need to get both planning and legal advice here, I reckon
