Open sewage pipe - cap

I moved into a new build house. After a few months I started to smell something under the hob. There was an open sewage pipe when I took the kicker board off.

The builder on the first go put spray foam down it and it failed. I'm concerned this will fall in and block the sewer

Now they have put this stopper on it. Can this be a long term solution? I still think there is some smell coming up. They tell me this is "fine"

How should it be fixed properly?

My experience so far is they take shortcuts at every corner.

... and rarely tidy/clean up afterwards!!

Not sure if that cap is meant to be used permanently, but seems like it would do a good job at preventing any gas leak…

You can test if it's sealed by pouring some water with a little bit of detergent in it (to act as a wetting agent) into it to see if it drains through.

That blank is actually a test plug.
